Platform Safety Scoring Matrix

An evidence-informed comparison of the most popular online platforms rated across the dimensions that matter most for youth digital safety.

Not all platforms are equally dangerous — but none are entirely safe without oversight. This matrix scores sixty platforms across seven critical safety dimensions, each rated 1 (highest risk) to 5 (safest). Note: YouTube Live, TikTok Live, Facebook Live, and Instagram Live are live-streaming features of their parent platforms and are not listed separately. Scores are based on publicly documented platform policies, NCMEC CyberTipline data, FBI advisories, and known predator activity patterns.

Use this matrix alongside the Online Dangers, Guidance, and Protection pages — the scores help you prioritize where oversight is most urgent, but they don't replace an ongoing conversation with your youth about safe online behavior.

Safety Tiers

3.5–5.0
Safer Safer with Supervision
Lower overall risk. Still requires active parental oversight, but platform safeguards are meaningful.
2.6–3.4
Caution Use with Caution
Moderate risk. Requires consistent parental monitoring and privacy configuration before youth access.
1.7–2.5
High Risk High Supervision Required
Significant risks present. Teens only, with active oversight. Consider delaying access for younger youth.
1.0–1.6
Avoid Not Recommended for Youth
Multiple severe risk factors. Not appropriate for youth without extraordinary oversight — consider avoiding entirely.

Scores reflect platform policies and documented risk patterns as of early 2026. Platforms change — always verify current settings. Sources include NCMEC CyberTipline reports, FBI Internet Crime Complaint Center (IC3) advisories, platform transparency reports, and documented law enforcement cases.

These scores are a starting point — not a substitute for relationship. The most powerful protection you can give your child is an open door: the certainty that they can come to you when something online makes them uncomfortable, without fear of losing their device. Technology is a tool. Your presence is the safeguard.

Scoring Category Definitions

Each of the seven categories is scored 1–5, where 5 = safest and 1 = highest risk. Expand each category for full scoring criteria.

Does the platform meaningfully verify or enforce its minimum age requirement?

Inverse of documented predator and exploitation activity on the platform. A score of 5 indicates low known predator activity; 1 indicates the platform is a primary vector for exploitation. Based on NCMEC CyberTipline reports, ICAC task force data, and law enforcement advisories.
